A bit cold, but has very good details. I also see some strange lines, 
as if the image were resized down (perhaps you also forgot to use aa?).
Anyhow, there is a hard work in the scene. I liked specially the "at work" 
look of the right building in construction.

A good idea and your buildings and details are well done!  I didn't know I was looking out of a window, perhaps the addition of a pane of glass in front of the user with some refraction/reflection would clue the viewer into the concept better.

A very nice first entry. (I'm a newbie myself)Actually there is little wrong with it. To get nit pickey the don't walk signs look a little off also a little activity would add a lot to the picture. (People walking, cars etc.)

Good job, especially considering the length of time 
you've been working with POV-Ray.  The traffic lights 
and streetlights could use some basic texturing to bring 
them in line with the rest of the scene, and I think the 
distortion on the windows of the leftmost building is 
somewhat overdone.  Nice work overall, though.

The slight imperfections in the windows make the buildings look real. Good
modelling. The texturing and detailing of the street is what needs some more
work here - some cars or people would help a lot, and a bit of roughing
and dirtying up so it doesn't look spotlessly clean.
